The Challenge
A prominent Canadian organization began to notice some troubling signs involving an employee. Unusual behavior and unexplained connections raised concerns that the individual might be acting under the influence, or direction, of a foreign power. Recognizing the potential seriousness of the situation, the company turned to Juno Risk for specialized guidance.

Our Approach
Many organizations are unfamiliar with how foreign intelligence agencies and organized groups target domestic businesses. Our consultants have deep knowledge of these issues.
From the outset, the goal was to protect the company while ensuring the process remained fair, professional, and legally sound. Juno Risk worked closely with senior leaders to explain the tactics commonly used to influence, recruit, or manipulate employees and outlined what a responsible, measured response should look like.

Outcome
The investigation confirmed that the individual posed a risk to the organization and required careful handling. We guided the company through a process that balanced security concerns, employee rights, and union requirements. The final resolution met the standards of both the union and the labour arbitrator.
Beyond resolving the immediate issue, the engagement gave the company clearer processes and practical tools to identify and manage insider and foreign interference risks in the future.
